【摘要】:1.1ThisspecificationdescribestherecommendedprocedureforidentifyingtheperformanceandoperatingrequirementstobeincludedinapurchaseorderforTrafficMonitoringDevices.Assuch,thespecificationcanbereferencedbytheuserandsellerwhendeterminingcompliancewitheachspecifiedrequirement.ItistheintentofthisspecificationtohavetheuserrequirethesellertoprovideevidencethatthebrandandmodelofTMDofferedbythesellerhaspassedanapplicableType-approvalTest.IftheTMDhasnotpreviouslypassedaType-approvalTest,thenitistheintentofthisspecificationtohavethedevicetype-approvedbeforeitisacceptedbytheuser.IftheTMDhaspreviouslypassedaType-approvalTest,thenthisspecificationrequiresthattheproductionversionofthedeviceprovidedbythesellerpassanOn-siteVerificationTestbeforebeingacceptedbytheuser.1.2TrafficMonitoringDevice8212;ATrafficMonitoringDevice(TMD)isequipmentthatcountsandclassifiesvehiclesandmeasuresvehicleflowcharacteristicssuchasvehiclespeed,laneoccupancy,turningmovements,intervehiclegaps,andotherparameterstypicallyusedtoportraytrafficmovement.TMDsusuallycontainasensingelementthatconvertsthesignal-generatingphenomenon(suchas,airpulsegeneratedbyavehicletirepassingoverapneumatictube)intoanelectricalsignalandelectronicsthatamplify,filter,andotherwiseconditionthesignal.SomeTMDsprovideoutputsasrelayorsolid-stateswitchclosures,whileotherscontainsignalprocessingthattranslatesthesignalintotherequiredvehicleandvehicleflowdata.TMDswhoseoutputsarerelayorsolidstateswitchclosuresmaybeconnectedtoroadsidecontrollers,whichprocesstheswitch-closureinformationandconvertitintovehicleflowdata.1.3CharacterizationofTrafficMonitoringDevices8212;ThisspecificationclassifiesTrafficMonitoringDevicesbythefunctionstheyperform,thedatatheyprovide,therequiredaccuracyofthedata,andtheconditionsunderwhichthedeviceisexpectedtooperateinconformitywiththerequirementsdevelopedthroughthisspecification.1.4Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
