【摘要】:1ThisInternationalStandardspecifiesthegeneralrequirementsforthepeerassessmentprocesstobecarriedoutbyagreementgroupsofaccreditationbodiesorconformityassessmentbodies.Itaddressesthestructureandoperationoftheagreementgrouponlyinsofarastheyrelatetothepeerassessmentprocess.2ThisInternationalStandardisnotconcernedwiththewiderissuesofthearrangementsfortheformation,organizationandmanagementoftheagreementgroup,anddoesnotcoverhowthegroupwillusepeerassessmentindecidingmembershipofthegroup.Suchmatters,whichcouldforexampleincludeaprocedureforapplicantstoappealagainstdecisionsoftheagreementgroup,areoutsidethescopeofthisInternationalStandard.NOTE1FurtherinformationonthewiderissuesiscontainedinISO/IECGuide68.3ThisInternationalStandardisapplicabletopeerassessmentofconformityassessmentbodiesperformingactivitiessuchasa)testing,b)productcertification,c)inspection,d)managementsystemcertification(sometimesalsocalledregistration),ande)personnelcertification.Morethanonetypeofactivitycanbeincludedinapeerassessmentprocess.Thiscanbeconsideredparticularlyappropriatewhenthebodyunderassessmentconductscombinedassessmentsofmultipleconformityassessmentactivities.ThisInternationalStandardisalsoapplicabletopeerassessmentamongstaccreditationbodies,whichisalsoknownaspeerevaluation.NOTE2Bodiesthataremembersofanagreementgroupmightwishtorelyonthesoundnessofthepeerassessmentprocessforevaluatingthecompetenceofapeerbodyasapotentialsubcontractor.
